Enhancing security in the commune of Ambodilazana: A cooperation protocol signed

The launch of the Volobe Amont project is already generating a new socio-economic dynamic in the Volobe area, particularly in the rural commune of Ambodilazana where the main infrastructure will be located.
Convinced that sustainable and inclusive development cannot be achieved without a stable security environment, CGHV places particular emphasis on maintaining conditions conducive to growth and good governance.
Establishing the rule of law as a foundation for social stability
With the objective of strengthening social peace in the area, a cooperation protocol was signed between the Prefecture of Toamasina, the Commune of Ambodilazana, the Gendarmerie District of Toamasina, and CGHV.
This cooperation reflects the shared will and commitment of all parties to reinforce the safety of the population in the Volobe area
The agreement defines the responsibilities of each party in implementing preventive and awareness-raising actions in support of stability:
The Prefecture ensures the enforcement of legal frameworks in compliance with human rights.
The Gendarmerie is in charge of implementing appropriate measures, leading all preventive and intervention operations, and reinforcing the capacity of village security agents in terms of prevention, order maintenance, and restoration.
The Commune provides adequate lodging for the gendarmerie officers assigned to the designated areas.
CGHV supplies material and equipment to support the mission of the gendarmerie: two motorcycles with accessories, two radios with batteries, and two breathalyzers.
All this equipment was officially handed over to the Gendarmerie in the presence of the Prefecture following the signing of the cooperation protocol.

Benandrasana Cyrille, Prefect of Toamasina –
“Public security is inseparable from the socio-economic development of a territory. Its effectiveness depends on the commitment of all. This agreement, followed by the deployment of gendarmerie agents, is a concrete expression of strengthening the rule of law. Collaboration from all stakeholders is essential in respecting the law and the commitments defined in this protocol.”
Rémy Huber, CEO of CGHV –
“Security and the protection of citizens are the responsibility of the State. CGHV remains a partner and confirms its commitment to maintaining social peace and stability for inclusive and sustainable development. All actions taken so far demonstrate that the Volobe Amont project is moving forward steadily. We are convinced that valuing dialogue, partnership, and respect for the law are the foundations for the success of a transformative project like Volobe Amont. Let us continue moving forward together in that spirit.”
