Official opening of the House of Employment and Training of the Atsinanana Region (MEFRA)

On August 11, 2025 in Toamasina, the Maison de l’Emploi et de la Formation de la Région Atsinanana (MEFRA) was officially inaugurated. This ceremony took place in the presence of Mrs. Razakaboana Fitiavana, Minister of Employment, Labour and Public Service, local authorities, and the leaders of the founding companies (CGHV – SPAT – Ambatovy – SMMC). This structure, the result of a public-private partnership, embodies a concrete response to the challenges of employment and vocational training in Madagascar and more particularly in the Atsinanana region.

Missions of the MEFRA : 

  • Designed as a crossroads for employment and training, MEFRA’s mission is to:
  • Centralize data on job supply and demand in the region.
  • Facilitate the access of young people and working populations to training paths aligned with the needs of companies.
  • Support companies in identifying and increasing the skills of their future employees.
  • Produce and disseminate reliable statistics on the labour market.
  • Coordinate the planning of skills and future job needs in the region.

Inclusive governance

Under the technical supervision of the Ministry of Labour, Employment, Public Service and Social Laws, as well as the Ministry of Technical Education and Vocational Training, MEFRA is managed independently. Its management committee is composed of the Atsinanana Region, the private sector, civil society, and social and technical partners.
